Monarch is no king. While he styles himself as such and has the noble bearing of one, he regards himself more as the servant of Nephalem and Piety than any sort of governing figure.

He oversees the crypts below alongside Reign, who helps him maintain order in those dark places which even some of the Lightweaver's devout hesitate to tread.

 Monarch is a king, in some fashion; his duty is that of the world below the Cathedral, the crypts and the underground, where the shadows are far more present than the light. He walks along its vast and grisly halls, ensuring there are none who would seek to harm the others he is responsible for; whenever he does find such creatures, he and Reign attend to them personally.

Perhaps the most notable of such creatures was the primary alchemist employed by the Cathedral many years ago, whom played with their craft too much and created that which should not have been created. Indeed, Monarch himself ensured the alchemist would no longer harm others before word even reached the upper levels of the Cathedral about what the alchemist had done.

Many under his jurisdiction have learned to bow their heads whenever he passes them by, lending to his kingly façade.
