As for lore, english isn't my first language and idk if this fits what you have in mind for her (e.g. if you wanted a more mythical origin) but maybe she can be a swimming/snorkelling instructor's assistant? She strikes me as someone who really loves water and exploring the sea bed. Unfortunately as she is a snapper (which tend to be heavy) and a cute little baby, the clan doesn't take her claims too seriously. She is allowed to accompany the fishermen/divers/instructors (whatever the clan has) and play out her 'job' on shallow waters, mostly near the area where she was originally found. The clan still has no idea where she came from (or mabye they do, if her parents are still in the clan) but it seems that she has made an baffling alliance with the neighboring maren clan near the shallows' border. It seems that, despite their reputation, the maren neighbors didn't have the heart to hurt an innocent child (and she seems to be unable to swim very far and into their territory to cause any damage so they just let her be). The maren give her occasional presents from the deep such as pearls, sand dollars, kelp (yum!l and shells and she convinced her own dragon clan to leave the maren in peace (given that hostile maren are found of poison in fr's lore). The maren have even installed a small trading post that Melody can visit her small allies in.
