Experimented a little too hard on elemental magic not his own and managed to mangle some Water into his system. Unfortunately, this has led to him no longer being able to breathe normally on land, and the only way he's found that works is a clunky gas mask that he hastily constructed.

That book that's literally chained to him? Don't worry about it! He's got it all under control. Mostly.
He's had some bad experiences with people trying to steal his work, so it can't be stolen if it's with him at all times. The pages of the book are a little toxic, and maybe slightly Shade-stained, but there are important notes in there that he often needs to quickly reference.

The cannon was salvaged from a wreck the Prydwen came across. He's tinkered with that as well, making sure that it's capable of firing projectiles both normal and elemental. Sure, it tends to jam after a shot or two, but with the amount of force it's capable of outputting, there really shouldn't be a need for more than two shots. Hopefully.
