Ishtar sought out dragons to take under his wing, to create a safe place for those who seek refuge. He seeks to maintain peace and order for all who enter the clan.

Ishtar, what drives you to seek out other dragons and take them under you? Why do you seek such peace with all those in your clan?
My people are my charge. This clan is my charge. I spent years wandering alone, no food, no shelter. No purpose. The memories of my birth clan haunted me, knowing I would never see them again. Then I found Draena. At first I thought she was my charge, but it didn't feel complete. We settled down in the Tangled Wood, creating a nice hidden home for ourselves. Draena enjoys talking to people and making new friends, she'd often go on long walks that became entire journies to other territories, always returning with a new dragon. The clan started to build up. So many lost souls in no condition to survive on their own came to us, and I could not bear to see it. It brought me back to the worst time in my life when I was just like them. We gathered enough resources to sustain a great amount of dragons in our now sizeable lair, and I finally realized something. This is my purpose. To help dragons in need. No dragon that crosses our path will go hungry in our sanctuary, no harm will come to them under my aid as it did to me. My time in the wastes, endlessly suffering, a fate that should never befall another dragon.
