Clan has a false democracy; really, Elatredun controls all three branches of its government. He cannot be bribed, however - he does have a strong sense of personal justice. (It's not unheard of for other officials to take bribes, though. The punishment is supposed to be death, but it is rarely carried out.)
Hard to read emotionally, as faes are. Separate den from Azula; but second largest.
lore for when he's a coatl: Raised by a clan of faes, similar situation to Azula - came into existence from stray magical energy from the Wyrmwound. The faes had trouble understanding his emotions - he became emotionally detached, does feel emotion, but does not express it like others do. Other coatls may even have trouble interpreting him; he is unpredictable, and to them, foreign. He often communicates with his staff and other officials in the Coatl tongue (which he learned later in his life). He is strange to both Faes and Coatls.
Once he was created, he wandered out from the Wyrmwound, and around the Wandering Contagion, where he was found - starving -by a traveling Fae diplomat and taken to their clan in the Observatory. He was raised there, and was able to harness his magical abilities as those of the Arcane flight did (not to mention its most powerful magicians); but he felt something off, something drawing him away - something about his magic. (Oh yeah, and the red eyes didn't help. They kinda forgot to tell him about that).
Feels as he owes his life and powers to Azula. She met him as she traveled on her Search and took interest in his magical abilities, which eminated the energy of the Plaguebringer. She charmed him out of his clan (in order to develop his magic), and helped him survive in the Scarred Wasteland, which they both felt drawn to (Azula had lived there all her life, Elatredun was questioning his magical abilities and felt a force pulling him).
His time with the Faes (is it just Fae?) amplified his natural-born (created?) magical energy.

Some rumors state that his powerful magic aura grants him the ability to read minds.

The Syndicate (this clan's name) (meaning - their common purpose is to survive - that's what the clan was at first, dragons coming together with the common interest of survival-, even if they do not agree on how to do so. While the commoners are oppressed by the higher classes, the level of control is in order to ensure the clan's survival (even if that means leaving some freedoms or dragons behind), no matter what. Guess this is a pretty organized society for the Plague "savages".)

The Assembly (known as The Regime or informally, administration by mavericks) (those in and in support of the government) (members are called comr- associates) (includes soldiers)
The Dissent (known as The Mutiny or informally, outrage by associates) (members are called mavericks) (some civilians, workers, also rarely associates)
Unaffiliated (mostly civilians) Many unaffiliated dragons live on the outskirts of the territory, where they are less affected by the law. (Because of this, some see the assembly as "not my problem.") These dragons pursue magic (especially those living near Arcane land), engineering, trade, and other fields in science and art. (It's like Hong Kong vs China) This benefits the clan's economy, which may be why the Assembly doesn't crack down on their activities (also because they're farther away). Some of them, closer to the inner area, are hunters and farmers who sell at markets during the day. Some "unaffiliated" civilians work with the mavericks, trading their technology for goods from the inner land. So why don't dragons from the city just move to the outskirts? Well, many of the mavericks living there DO see the need for change and take initiative. They want to protect the freedoms that the outskirts enjoy. Others just stay where their families have lived for years, or have jobs. Rations are distributed in the inner area, but not the outskirts.
The upper class/Assembly will often facilitate trade with other flights through dragons living in the outskirts. Some unaffiliated dragons (outskirts AND inner territory, also an advantageous job for mavericks) take careers as couriers for this reason.
Alliances aren't necessarily official, as in contracts. It's more like where they are in society. The groups will often be referred to as "associates" and "mavericks" rather than The Assembly or The Dissent. Their causes (or just referring to them formally) are known as The Assembly and The Dissent.
(Does the Dissent serve no purpose but to cause chaos? Would the clan be better off without the Assembly, or should they submit to authoritarian rule and trade in their freedoms for protection? Are the dragons truly reliant on the Mother, or do they just think so? What is truly the way to survive in the Scarred Wasteland?)
