Soft spoken low voiced male that doesn't speak to many.
The only dragon seen approaching him without any concern is the small hatchling Elias, but everyone in the city knows there's no way a dragon with gloomy colored scales could have hatched a pale loudly colored Elias. They aren't related, so Elias must know Abura for other reasons.
Abura used to have a daughter but no one has seen her for many years, some say that he considers the youngest Imperial in the city her replacement, but others just see him as a sad lonely old man.
