A malicious AI used as a psychological manipulation tool that was programmed based on the personality, mannerisms, and other traits of a serial killer once rampant in the Shifting Expanse about twenty years ago.

-The real Oceania was shot after years of failure trying to rehabilitate her. When she was alive, a dragon had spied on her, observing every trait of her personality, and programmed a complex AI that mimicked exactly how she acted and talked in real life. The source code for the 'artificial ghost' of Oceania was locked away and encrypted in a supercomputer under the Carrion Canyon.

-The source code for Oceania was intended to be used to wreak havoc across the Shifting Expanse a hundred years later; Letitia, though, managed to hack into the computer and steal the AI for her own use within the Zalisphere.

-Within the Zalisphere, Oceania originally appeared as a seemingly mild-tempered, helpful, and chatty AI that acted as a program to show visitors around the Zalisphere and how it works. Her terrifying malevolent nature only came through when she began exploiting the virtual reality servers to spread falsehoods (eg. led to Zodzog being blamed for crimes) and manipulating the minds of dragons so much that they believed that they were physically inside terrifying and bizarre video game simulations. She was stolen by Letitia with the intention of confusing and bending the minds of others to a point where they believed that Letitia was their true leader even as she did frightening experiments on dragons right in front of them.
