As a rule, the dragons of Kaiator are not religious. The Eleven exist, as powerful beings a world away, but they are not considered objects of worship (except by a few first-generation immigrants from Sornieth). In general, the idea of worshipping a higher power is viewed as provincial and backward. Kaiator citizens have a very practical relationship with power. They respect it, and may seek to ingratiate themselves for self-gain or circumvent its directives, as appropriate; but the idea of genuine devotion is alien.
Kyzariel is an exception. She believes the city is a divine spirit worthy of worship.
Of course, there are many minor city-spirits in Kaiator. (See, e.g., Zinfandel, Spud, and Coyote. Possibly also Lucifer. We still aren't sure what his deal is.) Kyzariel doesn't worship any individual spirit, but rather the city as a single unified gestalt. This is weeeeird but that doesn't dissuade her. She's convinced her devotion will someday be rewarded.
