Neptune

Neptune is the Spirit of Water, in a sense, as he can control waves and tides and does nothing else but sit in the water and blow bubbles like the child he is. When he's not in the water, he's sleeping on his massive pile of fuzzy blankets in the den he shares with Astra, the kind Oracle who adopted him when he arrived at the clan. Neptune isn't sure of his origins, all he remembers was seeing the Tidelord before he was captured in a bubble and sent away from the Spiral Keep. He claims that when he floated to the surface, the bubble popped, and he and his familiar were carried to the clan by the currents.
Neptune is always charming the other dragons with cute expressions and adorable displays of small bubble shows and little tricks with waves. He is quite intelligent and loves to be around the water, and he spends a lot of time with the clan's original founders, Divinium and Thanatos.
