The Witch of the Woods.
Widely considered to be a spirit of some kind due to their elusive nature, Ghost is simply a researcher of spells who prefers to do things hands-on. They can commonly be seen around the outskirts of the town, practising incantations in the dead of night. All of their magic is done alone, totally away from people. That's because they don't want to run the risk of harming or scaring anybody.
Its a lot more considerate than it seems, really. Ghost's appearance and strange mannerisms tend to put people off of talking to them, but once they get comfortable, they quite enjoy making friends. Unfortunately, dressing like a witch and hiding in the woods all the time isn't the best strategy for meeting new people.
Its main goal is to use magic in a way to help other people easily and efficiently. It hangs around the palace because it wants to learn more about the magic surrounding the Queen.

Ghost's eyes look completely hollow to the average dragon and their movements come across very unnatural. They have small glowing spots from their Firefly gene and the Bewitching Bangles they wear.
