Matriarch of the Guardians.

Shibani is a cold, calculating leader that doesn't take no for an answer when protecting her followers.
It makes her a pain to work with, but a powerful ally to have; if she wants it done, she will see to it that it is done.

She is a brutal fighter that cares little for nobility or honour.
In her eyes, honour means nothing when you're picking your teeth with their bones.
This sentiment is what leads her to favour Wasteland Collectors as familiars, admiring their ferocity and defiance in order to survive.

To ensure other groups respect her position, she has employed Hera as an 'advisor'; a phony position, naturally, but in return for the boost in reputation she is happy to turn a blind eye should Hera decide to abuse her power.
