"The plague won't spread itself!"
Pylori likes to call himself a plague doctor. While dragons are led to believe that he can and will cure all ailments, he does the exact opposite. Pylori dedicates himself to spreading the plague in one of the most scummy ways possible - infecting dragons under the impression of curing them of disease.
He is very outspoken and overconfident in his abilities, even charming at times. He's learned how to sweet talk most dragons into gaining their trust, and as soon as he has it, he often breaks it. Even though he's widely disliked, Pylori keeps an optimistic outlook. He's serving the Plaguebringer by spreading her sickness, and to him, that's reward enough.
Pylori often moves from location to location. He's learned that staying in one place too long isn't a good idea - after betraying so many dragons in a single area, that dragon can develop a very rotten reputation.
