Permafrost is a tragic figure. Her memory is just not there. She can barely remember her own daughter, much less what happened yesterday. She writes down events as they happen in her scrolls she carries around, to remember them, but paper and ink is no subsitute for a working memory.
She is not completely helpless. Having to figure out her entire life over again every day has made her incredibly observant, good at deciphering clues and solving puzzles by virtue. She isn't stupid, just amnesiac. If you meet her and introduce yourself one day, you might not notice anything wrong until you meet her again a few hours later and are greeted with her rustling through her book, trying to find record of your words so she can remember who you are.
All that writing down everything that happens to her has made her a fast and descriptive writer, which is why she is the clan scribe. You can find her in Zyphira's roost recording important conversations at light speed, taking note of the supplies, or writing down the weather conditions dutifully and in great detail.
By nature it is almost impossible for Permafrost to form a close relationship with anyone. She has friends, sure, dragons she talks with and eats with and plays with, but nobody really close. She looks around and sees intimate relationships, mates, and wishes she could remember a dragon's face long enough to fall in love with it.
But she did, once. She just doesn't remember. Perhaps it's for the best. She can't remember her daughter, either, except for a vague memory of summer-yellow fur and bittersweet longing.
