A city from another dimension.
Night Vale is not a dragon. It manifested from the Void, an anomaly taking the rough shape of a dragon, but with too many eyes, too many limbs, and a body that is wrong somehow. When it opens its mouth, static comes out, and sometimes the smooth voice of a "radio host" called Cecil. Even the resident experts on other dimensions (xxxHolic and Bill) are puzzled by Night Vale, and have "identified" it as an actual city from another dimension, but a very weird one, even by its home dimension's standards. According to xxxHolic's visions, this city has so many oddities and powerful and weird beings in it, that it affects even other dimensions, bleeding through the fabric of space and creating living beings connected to it. The dragon formed by Night Vale's energy is certainly a weird one, but doesn't seem particularly dangerous; it wanders all day long, speaking in Cecil's voice, sometimes emitting (not singing) songs, ranting about angels not existing and a dog park that should be avoided at all costs. It is very entertaining to the other dragons of the Cult.
