The old order should have been totally eliminated. But still it clings, sorry remnants that refuse to leave. Nothing but rats in the walls. She'll hound them out.

- inquisitor, controls internal law enforcement and surveillance within the capitol
- sort of a Robespierre figure
- fervent follower of the plaguemother, her extremist variant of religion became censored and eventually illegal under Sunder's reign. She became a revolutionary in the capitol's political underground, and narrowly avoided discovery as plots were discovered and comrades were betrayed by spies and turncoats
- along with close friends, lost a lover this way
- this deepened her hatred of Sunder's regime, and also made her paranoid and suspicious
- followed Reynard early on and, after deciding him trustworthy, helped guide him and Kasimir through the underground maze of false identities and secret meeting rooms
- after the revolution, organized the arrest and executions of Sunder's old supporters and officials. Continues to exercise strong surveillance out of suspicion that supporters and sympathizers still remain and will stage a counter-revolution
- some members of the council (especially August, to a lesser extent Laurence and Kasimir) think she goes much too far and should be reigned in. Reynard trusts her judgement and usually lets her have a free hand, although he can be swayed on specific issues, and is more likely to side with Kasimir and August
- Mistrusts those who worship other gods (non-plague born converts are accepted with suspicion) and sees conflict between flights as a zero-sum game, with only one possible victor (so those from other flights have compromised loyalties and should be considered enemies). Dislikes the fact that non-plague dragons (Lotus (?) and Laurence) are permitted on the council. Has a long-standing rivalry with August, who she sees as a turncoat and a coward. That he's in a relationship with her lieutenant Nikolai is a constant source of tension.
- very cunning, an eloquent speaker, and surprisingly elegant; many imagine her as a brute or a crazed zealot and are surprised to find her quite subtle. She's good at cat-and-mouse games and can be very persuasive and even manipulative. Hides her anger well, but can be venomously sarcastic
- Relationships: admires Fury greatly (the only critic of hers that she respects at all) and has a lot of respect for Reynard. Is interested in Keres and Crooked for their deep connection to their element. Finds Nikolai useful and admires his commitment and his cunning, but questions his judgement. Deeply mistrusts Laurence and August, and is openly hostile to them both, considering them a heretic criminal and weak-willed turncoat respectively. Has a complex relationship with Kasimir, but she knows better than to openly criticize him and risk Reynard's wrath.
