Technically, everyone in the Seaward Coves helps the Water Department out. Garona's just the face of the thing because he can talk well; Primal does the actual work.

The upside about having so few people is that there's very little bureaucracy compared to the other Departments, since they pretty much have to be as efficient as possible to get things done. It helps that Primal can foresee the best way to do things and if they have much to do in the future.

I had a hard time picking between Honeyleaf and Garona, but:

Garona's apparel won me over. Gembond can be a hit-or-miss, but in his case, it's DEFINITELY a bullseye. The tert brings a tiny bit of purple to the otherwise blue, and looks almost pearl-like - perfect for that water aesthetic he has going on. The matching familiar is a nice little detail.
