While Megatron may seem suave and charming, do not let his natural charisma fool you: he is a master of manipulation and deceit, and is quite used to using his skills to achieve his goals. He is also a tactical genius whose intelligence must not be underestimated. His charisma makes him a natural leader, and his inspirational speeches of freedom and self-determination unsurprisingly drew legions to his command. Now that he has somehow fallen into this world, he bides his time and waits for the opportune moment to enact his plans (though what his plans are remain thus far a mystery). He refuses to acknowledge the authority of anyone within the clan, though he makes it a personal pastime to harass young Optimus, the historian who tends to the library, whom he has a personal grudge against.
