Clan Scribbles is ran through an indirect democracy. First, there is the Three, the founders of the clan. These are Galdera, Verona, and Black Diamond. They hold a veto right, and thus are the final authority on the laws of the clan, and the highest authority in the lair.

The task of writing the laws falls upon representatives of each elements, who were chosen by dragons of their respective elements during the forming of the clan. These are Slitherstrike, Alexandrite, Primrose, and Cadenza. The Three then check the laws for errors and effectiveness, and either approve it, or veto it to be possibly rewritten. The representatives also serve as points of contact for the community: dragons of every element can come to any representative with both personal and community issues. However, most dragons of the clan reserve contact with a representative for systematic issues they have faced. The system the representatives work in exists in this way to assure that the laws are written with the dragons of the clan in mind. A representative often lives in a central part of the lair. Their place of daily work lies in a designated embassy, which counts as territory of their homeland. A representative also is rarely seen without a personal bodyguard.

But before a law ends up on the desks of the Three, a long debate is held. For this purpose, the Lair of the Three holds a grand meeting room, where the representatives gather to discuss the issues they've heard from the community, and decide which of those has the highest priority based on that. From there on out, they decide the best course of action. The Three often attend these meetings, and take on the task of overseeing that the debate follows the rules they set. These are as follows: nobody should interrupt each other, no insults shall be uttered, and disagreements shall be kept at a civil level. Once the representatives are in agreement, a law to address it is written up, and is then handed to the Three by their personal attendant, Orion.

Once a law is approved by the Three, a date is then chosen for the law to be enacted. An announcement for the new law is then hung on community boards, set in central and well-travelled areas of the lair. These boards are a way for dragons of a specific district to communicate with eachother about business like trade advertisements, lost-and-found, and other daily fare. The law is posted here to assure that the entire clan is quickly informed of new laws to abide by. To also assure that blind dragons are also informed, announcers will often stand beside them and inform passing clan dragons of the fact.

While the elemental representatives are important political figures, they do not hold immnity from the law. Should a representative misuse their power, spy for hostile clans, or maintain allyship with hostile Beastclans? Then they are stripped of their power by the Three, and elections for a new one are held. Aries, the captain of the royal guard, will then arrest the offending representative, and lock them up in temporary custody to await their court hearing.
