Amen wasn't drawn to be the good guy. The moment the ink reached the paper the first time, after all, everyone whole-heartedly agreed there was no way a devil could work as a protagonist.
Not a devil like him, at least - someone thought to be nothing but a troublemaker, made to be a pain in the... uhm, let us say posterior for both the main characters and the other evildoers alike.
From the very beginning, he was told he was supposed to be the bad guy - and as a bad guy he acted, having the time of his life throwing pies and tripping people with his tail.

He surely didn't expect to become so popular, enough to outshine the main characters themselves. The more the audience praised him, the more messed with others; and the more he messed with others, the more the audience laughed and clapped.
He felt loved. He felt liked.

...and that's the main reason he got so much in trouble.
Alas, our ol' pal pulled the chair out of the way of the wrong Toons at last. Everyone knows well what messing with a bunch of gangsters or the local mad scientist could bring, and yet he seemingly couldn't give a damn for safety. He got out of far worse situations, after all, why would he care to officially be in their black list?

After all, so far... he got out of any evil plan they could come up with to make him pay.
Hopefully his luck won't run out anytime soon!
