Once, Praesta was a direct democracy, with no Monarchs to speak of. In fact, her citizens would have caused a riot at the very idea! But that was before honey tongued Dimas came along, mysteriously appearing at the city gates. With his golden scales and noble stature, he had an air of authority about him. He spoke to anyone who would listen about his plan to make Praesta even greater. It wouldn't be a mere city state, no, with his help it could be an empire!
Many dismissed him as a madman. After all, he wasn't even born in Praesta! How could he, a mere vagabond and stranger, rule it? After a public official strangely disappeared, he took his chance to prove himself as a politician. Currying favor with the most powerful dragons in Praesta, he eventually won the Assembly over and was voted to replace the official. He performed his job spectacularly and became very popular with the people.
Soon he rose to more important offices and wooed a famous merchant who frequented the city, Azaneh. Perhaps he saw something of himself in the cunning lady. He began implimenting small changes to the government over many years, subtly paving the way for the monarchy he desired.
Then, without warning, an Emperor dragon suddenly emerged from deep underneath the city and began to attack. Praesta was in total chaos. The military tried to hold it back, but there was little they could do to defeat a monster that rivaled even the gods. Somehow, Dimas singlehandedly slew the beast. The panicked citizens took it as a sign that he was touched by the Lightweaver, and allowed him to take the title of the creature he had slain-Emperor. Azaneh quickly became his Empress.

They were hailed as wise and just rulers for a time. Recently, though, Dimas has been ignoring the advice of his Empress and trying to take power away from the Assembly. He has revealed his true violent nature, and he's made many attempts to start war for the sake of expansion.
Some whisper that he is Shade touched, though he brutally punishes any dragons who gossip about him. He doesn't want any of his secrets out. Few know what his origins are and where he was born. Even fewer still suspect how much blood he has on his claws.
He is personally responsible for the "resignation" of many polical officials who disagreed with him. Dimas is also behind the creation of the Emperor dragon that terrorised Praesta. He carefully researched it and exploited weaknesses he found, allowing him to subdue it easily. Dimas allowed the citizens to believe he killed the tortured beast. In truth, he merely captured and hid it away. The wounded creature is still alive within the city catacombs, raging from pain and festering with infected wounds.
