• Actually got bored with his town
• Considering that the entire landscape surrounding said town was snow, snow, and more snow
• And the fact that serving under the Icewarden had the very high chance of becoming a permanent ice sculpture
• And nearly everyone wanted THAT to happen to them
• Literally everyone was an ice dragon born in the town
• Expect for the few sane ones (including him) that simply left one day, promising to themselves to never return
• Prefers the Shadowbinder instead
• Doesn't see the Icewarden as his deity
• Many a dragon has mistaken him as a shadow dragon, due to his body paint and wing markings, and his personality is that of true born shadow dragon
• Skilled at card games
• Loves puzzles (both solving and making!)

He also had a few friends that agreed that their town was a little too...boring. So they started doing some things to make it a little livelier, like stealing, breaking a wall or two, stuff that delinquents do. (But mostly at night, so one even suspected them.) They put up an act when they were around others, but showed how they really felt around their friend group. One by one, they started to leave because they heard about the other flights (and they didn't want to die in the town). Ruto was the last to leave the town.

An Ice dragon who wants to be a Shadow dragon. Perhaps at one point in his childhood he met a traveling band of Shadow dragons -- magicians, jugglers, circus performers, etc. After they left, he realized how dull and monotonous life in his town was. No one else was interested in being as lively and playful as the Shadow dragons were, and the Icewarden himself expressly forbade such frivolity. And so Ruto left the town, heading for the Tangled Wood he'd heard a lot about, where he fell in with your clan.
