Bliss. Born to Ice.
Bliss came to Frost's End as a hatchling. Due to her calming nature, most of the cats within the lair congregate around Bliss. She loves all the different personalities of them and they all strive to arrange themselves around her artfully. The cats also keep her nest pest free which, of course, Bliss is totally thankful for.
However, she is unable to keep them sleek and brushed with her enormous toes so she entices Phantom to her alcove for this task. Phantom enjoys this and comes as often as he is able.
The cats tolerate his company, for the sake of Bliss (and the lovely brushing feeling he gives), and wait in line for their turn for this opportunity of....well, bliss.
All of the cats now accept Phantom unconditionally. Some even stay with him occasionally for extra attention.
