  Plague dragons are rarely a part of the Consortium -- raising the dead is not something that tends to sit well with their philosophy -- and those who are, are seen as rare exceptions to the rule. Of those exceptions, all of them reside in the Compound's medical tent, and precisely 1/2 of them are small guardians named Clementine.

That isn't to say Clementine really agrees with the Council's ideologies, or thinks that raising an emperor is a good idea -- she doesn't. What it does say is that some unknown time, she was desperate enough to take safe haven on the Compound in return for her services as a healer and a herbalist. (Clementine is not a witch, regardless of what other dragons may tell you. There are witches in her bloodline, but she isn't like them.)

Few know what exactly that time was, only that she and Gail, the only other Plague dragon on the Compound, arrived at the same time and became the Compound's official medical staff the next day, as appointed by Jezebel. The reality, though, was that Clementine (wip)

("Bones of my bones and flesh of my flesh" is quoted from Genesis 2:23 -- I couldn't find the song where I heard it again because of the commonality of the phrase. If you remember a folk-y song with it in there, send me a message!)
