A dark cackle in the dead of a moonless night

A malicious leader who loves riling dragons up. She preaches that there's a higher force that even the deities bow down to. She is highly sadistic, and does not understand how others think. Her past is unknown, and no one has the nerve to ask her. Perhaps, that past holds the key to why she is the terrible dictator she is today.
