Storm is not exactly sure how he ended up here or why he stays, but honestly, he doesn't have much of a choice as the head officer of city patrol, meaning he is in charge of overseeing the city's day to day function. While his job is important, it's often overshadowed by the work done by the 2 protectors of the city walls. He is bitter and believes he deserves more credit. This anger and bitterness towards the city is what drove him to side with Maybelle from the moment she began to speak out. He is her most trusted confidant.

Outside of planning usurpation and being bitter, Storm is stoic and quiet, more content to observe than to partake in day-to-day activities. He intervenes when needed of course, and does his job well, but is a total introvert. It's not helped by the fact that he is a hatchling magnet, and children often flock to him. While Storm outwardly moans about this, when no one is looking, he is playing with the children and giving them advice.
