Short Version:
When he first saw her he couldn't understand why everyone was so afraid of her. Yes, she did have a rather...startling appearance at first glance. But appearances are just the outside cover. He tried to approach her when no one else would. And when she hissed at him, literally hissed, for even trying he backed down.
After the first encounter, he treated as if she was a wild animal, keeping his distance. Afraid that if he got to close, she would run. And he hated that. He was treating her exactly as everyone else was. He didn't want that. So, he tried to be better.
He approached her again, and when she rejected the offer once again it only made him want to push just a little bit more. Still being cautious but never treating her like an animal. Never again.

And when she finally let him in, he got to know her. And learned why she was the way she was. What he had thought was true. People treated her as if she was an outcast, like she wasn't a living thing. That she had no soul and she was only something "evil". She told him it had been this way since she was a child, that she was used to it by not. She couldn't escape.
He finally got close enough to understand that she no longer had a care for her own existence. She stopped caring if she lived or died. And that...it hurt him more then he would voice aloud. She thought she was a monster. What she didn't understand was that to him she wasn't and he did everything he could to keep her afloat. He gave her everything in order to keep her alive and to show her that she wasn't what she thought she was. He even convinced her to move to a better place, a new place just the two of them.
She didn't have to be alone, or afraid. He told her that he loved her more than anything in the world. And soon after when she returned that love to him, he was over the moon. He had saved her, saved her from herself and would do anything for her.

Once a day a dragon would enter the small market to sell her hunts. Then without a word she would leave, repeating the process the next day. Never missing a beat. Always at the same time, but never the same hunts.
Everyone knew when she entered the town. It was all the whispers talked about. He had personally never seen her, only heard the rumors and stories. But this was the day, his chance. He wanted to meet her. Wanted to understand why such bad things were being said about her. Why they were so afraid.
He waited by a wall a few stalls away from the butcher stand, pretending to blend in while he waited. It had been a little past her normal arrival time, he was worried that she wouldn’t show. He had just given up hope when the market's chatter fell quite. As if everyone was holding their breath.
People moved away as she strolled through, some cringing as far away as they could get. He noticed the hunts first, small birds and other various creatures hanging from her belt. Her clothing wore and old looking, a hood kept her features hidden. And...her wings...her poor beautiful wings. Torn and broken to the point where they definitely couldn’t be used.
People had talked about how horrible and terrifying she was. He didn’t know what to expect from the stories but it was not her. They only saw her hidden and since people around here didn’t like chance, they didn’t like her.
Before he could stop himself he was moving towards her. The whispers from others following in his wake. When he reached the stall the butcher looked as if he was about to run for his life. However, he remained. His eyes only glancing towards him once, a glimmer of ‘are you crazy’ written across his features.
“You must be a great shot. Those are some excellent quality pelts.” Stupid, so stupid. He mentally kicked himself for not coming up with something better.
She glanced at him sideways, a flash of confusion across her face before she took the money from the vendor and quickly turned away, going back the way that she came. Ignoring him completely.
“Wait!” he shouted after he, she didn’t stop nor did she look back.
Something sparked inside him. He would not be like the rest. He could not be like them, it went against everything that he was.
So he followed her. Trying to keep pace as she made her way to leave the town.
“Wait...please...I…” he didn’t know what else to say.
But she turned to him, and hissed. Teeth bared in a back off stance. His heart skipped a beat as he took her in. She was beautiful, wings and all. “I…” he was at a loss for words. When he didn’t say anything else, she turned and left.

For a few days he observed her. Treating her as if she was a wild animal, keeping his distance. Worried that if he got to close she would run. And he hated himself for it. He was treating her exactly as everyone else was. No more, he would be better than them.

The next day he approached her as she was leaving a stand selling pelts. He decided to avoid the subject of hunting, if he could. People stared and whispered as he kept stride with her. He ignored them as he tried to come up with something to say. The glimmer of something around her neck caught his attention. A small orange jewel was tied to a piece of cord, fashioned into a choker.
“Hey, that looks almost like mine!” he exclaimed without thinking.
She stopped in her tracks just outside the gates and turned to look at him. “What?” the first words she spoke to him.
Here goes nothing. “The necklace, it has one just like it.” To prove his point he gently tugged the necklace out from under his shirt. “Mine has a longer cord but I bought it a few days ago, something about it just drew me in and I had to have it.”
Her expression was unreadable as her eyes flicked to the small stone held between his claws. “Leave me alone.”
“No.” he shook his head.
Her eyes sparkled with amusement, but her expression stated murder.
He swallowed the lump in this throat. “I want you to know that not everyone is as awful as you think they are. I wanted to tell you that there’s at least one person in the world that isn’t afraid of you.”
“Everyone is afraid of me.”
“I’m not.” he blurted. “I was never afraid of you.” He dropped the necklace back under his shirt.
She waved her claws in dismal. “Nonsense. You’re just saying that. It’s not actually true.”
He took a step forward, closer. “I’ll prove it then.”
“And how are you doing to do that?”
“I-I...don’t know. You can use a friend though.”
She blinked at him in surprise. “I’ve never...had a friend. Regardless, I don’t need them.”
“Everyone needs friends.”
Her gaze went to the stone path behind them, she didn’t say anything.
“Give me a chance, please? I’ll prove it to you. I can be the best friend you’ll ever have.”
It was a long while before she finally looked back at him. “Okay, fine.”
