Tomato and Junonia are both real and metaphors, they exist as the two angels promotions of themselves both onto the world and manufactured by the world. They are involved in the stories and have their own personality, but they are not actually dragons and often can only be seen by dragons that have an actual connection to one or more of the greater deities. Like two really awful manifestations of the greater gods, there to be the absence of a blessing.
