The Keeper of Cats
The unfortunate truth of reality in just about any universe with intelligent life is that large groups of beings gathering together will leave large amounts of mess. Where the Cirque sets up this mess tends to involve a lot of discarded food, a type of mess well known for attracting cute fluffy and/or scuttling things otherwise known as vermin.
Like many problems, the issue of vermin can be nicely solved using cats. In comes Mesa, master cat-herder. The cats and not-quite-cats which Mesa tends to were originally planned purely as pest control measures, but in recent years are highly trained to serve a range of purposes, from surveillance to security to an attraction in and of themselves.
Mesa himself is a quiet gentle, fun-loving dragon. He doesn't quite click deeply with most other dragons but there are few who can't get along with him on at least a superficial level and in the thriving, ever-changing activity of the Cirque he never feels alone. For all he's a bit of a recluse he also has a mischievous streak a mile wide, and has endeared himself to many of the long-standing members of the Cirque by orchestrating complex, creative but harmless pranks, often more like a gift than anything.
