Wheal was born into a caravan, but when he was still young the traveling party was attacked by raiders. Unable to fight, he took cover behind the large wheels of his family's wagon. He hid there, petrified, until the chaos passed. When he emerged he found his family and their companions gone.
He felt stunned, but there was perseverance in his blood and he eventually had the sense to scavenge what was left of his family's wagon—that is, a single diamond pendant left in a hidden compartment.
Wheal then spent time in ramshackle plague settlements, begging for the basics of survival, until he found a way to make use of his diamond pendant that didn't involve pawning it. He used it to bluff his way into hospitality, calling himself a young noble and claiming he could repay things he could not. Wheal quickly learned how to play off other dragons' greed, and how to abandon a situation before they became too suspicious.
Even Prospero was fooled at first by Wheal's story, but they connected the dots faster than an average dragon and offered to make Wheal an apprentice before he could disappear.
