塞西莉亚是光都的圣女，自出生便拥有能够倾听神言的能力，是神言的传达者。或许是为了与之相对吧，她的双眼存在缺陷，几乎失明。总有人说光神对她不公，但作为最虔诚的信徒之一，她对神从未有过怨言。明面上她代表光神的使者，向世人传达神的话语；同时她还是教堂的一位医生，为人们除去伤痛。但作为属于教堂的秘密，她遵从光神的指示被掏空的肉体，成为了储存光都居民的罪恶的容器。
或许是因为被哥哥过度保护了的关系，性格非常天真善良，总是默认周围的所有人的不会心怀恶意。因为几近失明的关系，所以几乎是一直呆在教堂里的，大部分情况也只和哥哥与其他执行者交流，缺乏社交导致有时会因为她太过天真而不知道该怎么跟她交流。虽然一直身怀重任，但还是有少女心的，有时候会穿着可爱的裙子悄悄跟着教堂的执行者在一起，感觉这样就是魔法少女了。
非常非常地喜爱光神，认为她是这世上最为仁慈的存在。总会时不时地开始祷告，向光神表示自己的谢意，感谢其将温暖赠与大地。

塞西莉亚的哥哥。并没有血缘关系，但自出生便在一起生活。非常爱护妹妹，甚至过度保护。因为认为光神对妹妹不公而在心里憎恨光神。从塞西莉亚那里倾听神言的执行者，负责将光都的罪恶关进作为容器的圣女的体内。

教堂的执行者之一，虽然话不多，但对塞西莉亚还是很温柔的。
被塞西莉亚当爸爸，但其实没那么老啦。

星辰很喜欢塞西莉亚，因为她们有共同的爱好——她们都是最虔诚的光之信徒。
作为法师出生的她，和小圣女在魔法方面也有很多共同话题。又因为是教堂的执行者，看过更多的世界，所以塞西莉亚还经常来找她听教堂外的世界的故事。

作为执行者中最勇猛最会惹事的家伙，心里想什么几乎都很难藏住，所以圣女本人外，大家都知道白血球喜欢塞西莉亚。
