Most dragons in this lair don't know what he did to deserve this title. and Kasumi is certainly not telling. Whatever it was, it had to be a specific level of bad for Garrland to announce that he was to be confined to the Unaligned lands.
... However, this was only a cover story. Kasumi was a willing scapegoat for something, and has been placed somewhere he wants to be. Even now, he watches the moves of every dragon he can see, waiting for one to slip up and end the charade.
