Toby is a contradiction. He's often perceived as cynical but really he's the most idealistic person in the White House. He sees the world for what it is but he also sees what it could be and won't accept any less. As the world so often fails to meet his high standards he's left disappointed, weary and sad, easily mistaken for cynicism.

He has a strong sense of conviction and morality and often comes off as confident to those who don't know him well. He's definitely confident in his ideas and will never shy away from a debate but the confidence doesn't quite extend to himself.

He's loyal to a fault, both to his party and his friends; his trust doesn't come easily but once you have it it's hard to shake it and when you do it shakes him to his core.
