Raw lore ideas:
Servant of the Plaguebringer (as an exaltee), came to inform Clan leaders about Plaguemom's wishes? (Followed Alsamkhanjar in her return to clan)
-and no one believed her at first, except maybe the priests, yet those dragon's feelings aren't considered 'strong evidence in favor'-
The leaders started to see that there's connection to how the Plague works and what she says, but it would take a ton of time (maybe years?) for them to believe and work as she suggests. Priests feel powerless as the Core has all the control and Guardians don't mind anything about what is happening, may try to make the Guards aware?
She came in a suddenly heathen day, as fire aftermath ravaged the wastelands and the plague clans worked to never let that happen again.
Even if the clan just keeps with their own business, she doesn't plan any harm, as she is as mindless as a Guard itself, her only duty is to communicate the will of the Rot.
