Devereux wasn't exactly granted admission into circle one, but more or less stated to the rest of the clan that he was the leader, and nobody was able to argue with him or take his place.
He may not be the best in hand to hand combat, but he is very good with words. If he has evidence, he will provide it and support his claim with valid points and arguments. The only way to truly beat him in his own game is to actually have done mounds of research and can provide correct and valid points to retaliate his own.

Because of his way with words, and the glint in his eye that can make chills run down anyone's back, he's retained his position as the Head of Clan Control in circle one. He makes sure everyone behaves themselves and that the foreign affairs that Starling conducts are successful. He also makes sure that the events conducted in the Clan run smoothly and that nothing goes wrong.
If things do go to ****, the Warriors take care of it. Though, for the problems that can't be solved with tooth and claw, Devereux talks his way out of anything he can manage.

Due to his typical Imperial nature though, he tends to only be seen by circles one and two. Unless keeping order in the lower circles, he'll typically only be social with the upper circles, and even then, it's only talking about how to perfect the clan and what they can do to make it better. He's not really the type of dragon to go off and have slack time. It's all work, all the time. When he does get some off time though, he spends it reading and sleeping. The books he reads, however,
are mostly for research. He finds comfort in learning new things, due to him being raised to always support his claims and do accurate research.

Devereux also takes care of the clan library, but the main librarian that helps sort/manage the scrolls in it is Sylve, although she is in the middle grounds between circles one and two.
