Vagabond doesn't talk much. Hardly at all to be honest. Zodiac has assured everyone on multiple occasions that the guardian is selectively mute and will not talk unless the other feels it necessary.

Bebop used to have another Vagabond in the clan way back when. They had not been a guardian and had seemed a very sad individual in general. So when they'd suddenly disappeared from the clan, no one had been surprised. So when a strange rogue guardian had come to them almost a year later, trying to appear as non-threatening as possible, Bebop had not been thinking of his past ally. When prompted to give his name, the dragon had offered it lowly.

Bebop had accepted him immediately.

Vagabond is by no means a friendly dragon. The only dragon he even seems particularly fond of at all is Zodiac. He would die to ensure they got at least one more breath than he. Since Zodiac's allegiance lies with Clan Vilhlmi, so does Vagabond's.
