Rumors about her are quickly silenced either by other dragons vouching for her innocence, bribes, ordissapearing. At some point of climbing the ranks she not only fooled enough people into being loyal but also paid off many to hold their tongues. At her current standing she no longer pays off people unless she's feeling charitable. Any threats to expose her are usually met with a short friendly promise to ruin not only their lives but the ones closest to them as well. If that doesn't work she has Awaking or Amal take care of it
