Heaven or hell, it is what you make it
He is but a legend to most. He lives in the snowcovered plains in the west where few ever dare tread. The area is well known for it's terrible storms. The freezing wind that would easily tear a tree from the ground and that makes it impossible to fly, the cold beeing horrible enough, making it uninhabitable for most living creatures and the snow obscuring ones view so that you cannot even see your own tail. He is the only dragon that would dare to live outside of the bunker which is the only dragon settlement in the area. Every year about 30 dragons loses their lives to the harsh landscape.
The legend says that he was thrown out of the bunker as a child, thought to have been useless with his unseeing eyes. Now he is the kind dragon saving those lost in the snow and the only hope for those that has lost their way in the unforgiving wilds of the west.

"I was lost, totally lost and ya know what it's like, like one cannot see anything out there and then he came! Saved me he did!"
