Most nocturnes mimic. Penka doesn't. She doesn't know why.

Penka's coloration aids her well as Queen Atalya's lead spy, as does her perpetual silence. Most dragons have never heard her speak, and even fewer have been perceptive enough to notice her pink eyes amongst the foliage. No one seems to know much about her, other than her perpetual absence from Vanorian affairs. Thankfully, being an outsider seems to suit Penka just fine— she's always been more comfortable among nature than her fellow dragons.

As for her work, the details are even more obscured. However, Queen Atalya seems to have no qualms about sending Penka all over Sorenith, nor does she object to using Penka's reports to plot future conquests.
