Culex's Leveling Guide. This is by far the best guide I've found for leveling dragons to 25 quickly. I would recommend watching something like Scrubs while you grind; trust me, it gets boring. I know Ambush and Eliminate stones are really expensive, but I've got high level dragons, so if you're willing to hold fodder dragons for me, I'll happily train them to level seven. I know the guide recommends might fragments, but I didn't worry too much about them, and I was fine. Rather save your treasure for the expensive stones. One last thing: I put some of my extra points into VIT. Not too many, mind, and not until about level ten, where you maybe put it up to eight or nine. It shouldn't exceed 11 by the time you reach level 25.
