Since you're a new player, be sure to check out the Giveaway forums. Lots of people are nice enough to offer dragons, welcome packages, etc. which usually include accessories, food, familiars and forum vistas too! I'll be sending one your way.

The backgrounds for your pfp are called Vistas, they can be bought from the Auction House under Realm Wide Auctions > Specialty > Category > forum vistas.
You can also earn Holiday / Event Vistas from Festive Favors with the events currency. It can be found under Grand Exchange > Joxar's Festive Favors. Newly, they have reintroduced the Achievement system. Be sure to check your achievement page to claim points that can be redeemed under Grand Exchange > Acclaimed Achievements Association. Hope that answered your question! Oh also, to apply the vistas you'll need to go to your Hoard and bind it to your account.
