the scry you mentioned is indeed meant to be "curly"... or, at least, a version of him based on his appearance in jimmy's hallucinations as well as his appearance in the dlc for how fish is made.

i like to think of him as representative of the game as a whole, hence the scuttle tertiary (a nod to the third-to-final scene in the game, iirc; i also briefly considered making him a permababy because of this).
