Thirteen13's Clan

The first Clan to be formed, Clan Eagle was founded by a young dragon looking to start a new life. At first, the Clan was led by him and made up of a small handful of friends, but as the size of the Clan grew, he realized that the burden of ruling the Clan was too much for one dragon, and created a democratically elected council of leaders, although it didn't solve all the animosity and tension between some dragons in the Clan. No dragon wanted to be fully separate from the Clan, but there were some who wanted to follow their own rules. In response to this, a system was created so that any dragon who wished to could start their own separate Clan, but it would still be connected and allied with the others.
Clan Owl was one of the first two Clans created under the banner of the Aves Clans. Where Clan Eagle values companionship and loyalty, Clan Owl believes strongly in the virtues of wisdom and intelligence. Some dragons of Clan Owl wish to use their brainpower for good, and some have less noble intentions, but the Clan is held together by a thirst for knowledge. This Clan democratically elects a trio of dragons, who are referred to as the Triad, to rule until their death, their retirement, or until they are voted out of the role by the other members of the Clan. Two of the three represent the Clan at inter-Clan meetings, and the role of representatives rotates through the Triad. Clan Vulture was formed at the same time as Clan Owl. The Clan was formed by a group of dragons who felt held back by the laws of society, and wanted to be able to do whatever they wanted, whenever they wanted. The dragon who created the Clan took up the role of leader, promising his Clan that as long as he was in charge, Clan Eagle had no power over them. However, once he started trying to assassinate the leaders of the other Clans, the members of Clan Vulture realized that the society they wanted could never be achieved if any dragon was in charge of them. They overthrew their leader and banished him so he couldn't cause any more problems, then became a peaceful anarchist society. Dragons take turns representing their Clan at inter-Clan meetings; however, if a dragon is deemed unfit for this responsibility by the majority of the Clan, they may be banned from representing the Clan for anywhere between a few months to an indefinite amount of time. Clan Magpie split away from the others a while after Clans Owl and Vulture were formed. It was created after a young dragon from Clan Eagle met a Clanless dragon in the forest near the Clan's territory. The two became close due to a shared love of adventure, and decided to create a Clan who would value exploration and the ability to go wherever one wishes to. Later, as the Clan gathered more members, it came to be associated with art and performance, as well. There isn't much of a governmental system; the two representatives are democratically elected every six inter-Clan meetings, and the two founders do most of the general rule-making and enforcement. Clan Starling is the most recently created Clan, and they've already built a reputation for themselves as a strange, mysterious, and evil cult. However, whilst their main goal is to summon an evil god and cause the apocalypse, they spend most of their time trying to figure out how to actually perform the summoning ritual. Typical Clan meetings consist of someone suggesting some ridiculously outlandish summoning ritual - such as having a dragon stand in a hole while the others chant and throw mushrooms at them - and the Clan proceeds to attempt the ritual. So far, they have achieved nothing except for discovering one of their members is allergic to mushrooms. Clan representatives are randomly chosen by the cult leader rolling dice (whose role, it should be noted, is entirely decorative except for the dice rolling).
