Why must I need Eliminate for each lore dragon

Mind the mess, I'm still figuring stuff out!
Need:
- 1 Vial of Darkened Eyesight
- 2 Vials of Scattersight
- Always on the hunt for eliminates, goal is to have one for each dragon, yikes (current money goal: about 3.5 mil treasure)
Dragons bought are either leveled and resold, or kept for lore. I try not to exalt unless a dragon hasn't sold after a full week.
