In this world, citizens have two forms - dragon and human. Most stay in their human forms and use their dragon ones for flight. However, all are referred to as dragons regardless of which form they are in. Instead of the individual Flights, there are instead eleven Commonwealths. Each Commonwealth has its own Biases - dragons who are seen as higher/better than the others. It has been like this for as long as anyone can remember.
A dragon is born with elemental eyes that match the Commonwealth they were born in, but their eyes will change to match their magic alignment. An example of this is the dragon Malika - born in the Shadow Commonwealth, his eyes turned a deep blue after his Water alignment awakening. A very rare occurrence is Dual-Element dragons. These dragons will experience not one, but two separate elemental awakenings, often at different times. The first one will change both of their eyes to their primary element, the second one will change the color of their right eye specifically to that of their secondary element. There are only three incredibly well-known Dual-Element dragons among the Commonwealths: Scuris, a Water-Lightning dragon, Disaris, a Fire-Light dragon, and Exos, a Lightning-Shadow dragon. All three of these dragons have made massive impacts to the Commonwealths, though not everyone believes they're mortal...
