They have genders, they don't have sexes. The first dragons who were created, also called first generation dragons (which are still being created today) are genetically and manually generated into existence by gods with the use of elemental energy.

Regarding your question in the Q&A, they can't have offspring because deities are (possibly) all sexless. They do have genders but they are literally the physical embodiment of the elemental energy that can be found on the planet.
