My lair used to have cohesive lore, but it's strayed more and more from that the more AE became something I did professionally and not a whimsical interest that inspired me to write. To summarize the lore:

The Baikonur Federal Space Agency are the national space agency of the Lightning Flight. Their spaceflight program rivals that of even Arcane. It's considered a subsection of the Lightning Imperial Air Force; the headquarters of BFSA are located on an Air Force base. (Most Lightning national programs, in my lore, are tied to branches of the military, even civilian ones. Most of their air safety laws rely on an old radar early warning system that's only in place these days to help remote aircraft in the event of an emergency.)

Despite being nationalized with heavy ties to the military, dragons from around the world find themselves at BFSA because they, along with Arcane, are the state-of-the-art in draconic rocket science. If you study draconic spaceflight, you either go to the Starfall Aisles or here. Smaller space agencies exist in other flights but they don't have the reach or manpower that Arcane and Lightning have.

While they have state-of-the-art life-support systems, launch vehicles, etc., BAHQ exists in a world where computers take up buildings. Part of this is because, in my lore, Arcane and Lightning magic can be used to speed up light & electrical signals, in place of building things smaller. But it's also a callback to the real-life Apollo days, where hand-calculations competed with the best of the computer industry.
