this has happened to me on four different battles now but is it intended for reflect to be ineffective if there is only one enemy? It seems that when it gets down to one enemy the reflect no longer works and every bolt hits. It it a bug, or intended, or am i just unlucky?

Reflect only has a chance to happen, so it appears you may have just gotten quite unlucky in those last few bolts!
