The rainbow part is possible. There's a rainbow gradient available in PS. Set it to circular gradient to get that specific effect. Color Dodge is also a layer mode in PS.

@Fable I was referring to the effect with the multiple small ones. In PS you can only do one that covers the entire area. It should be fairly easy to substitute though.
