I've recently started having an issue where the page I am viewing will suddenly "jump" to about halfway down. It usually happens when a dialogue box opens; I've noticed it most when placing things in Baldwins.

This has also happened to me/is happening. I use chrome on a macbook, and the page will jump all the way to the bottom in Baldwin, the auction house, and on the scrying workshop page.
