Higher than average dragons.
They have beautiful dens, adorned with trinkets and paints of all sorts.

Those in the first sector are of higher class or, those of minor royalty, not qualifying for The First Circle, but close.

Those on the second are less powerful than the first. Some with royal blood are sent here, though, not many.

Those on the third are looked down on by the higher ranks. They have smaller dens, but larger than the third, fourth, and fifth circles.
